CPU UNITS: Is a positive non-zero number, passed to and used in the kernel fair scheduler. The larger the number is, the more CPU time this instance gets.

CPU PERCENT: Depending on the cores assigned, the percentage entered decided how much power can be used of the physical core, Calculation is done as follows:

Let's say you have a server with 16 physical cores, you want to allocate only 4 physical cores but 8 virtual cores to the instance you would assign the following

CPU Cores: 8 CPU Percent: 50

This will result in 100% usage of 4 cores.

CPU CORES: The number of virtual cores to be assigned to the instance.
